Trump’s New Gold Card Program

Introduction

President Donald Trump has launched a new immigration initiative known as the “gold card,” a program that offers legal permanent residency—and eventually a path to citizenship—to individuals or companies willing to make large financial payments. The announcement marks a major shift in how investment-based immigration would function in the United States.

What Happened

Speaking at the White House, Trump unveiled a website where applicants can now purchase a gold card for $1 million as individuals or $2 million through corporations, replacing the long-standing EB-5 investor visa program. Unlike the EB-5 system, the new program does not specify job-creation requirements or numerical caps. Administration officials said the program will rely on extensive vetting and is intended to help companies retain highly skilled foreign graduates who might otherwise be forced to leave the country.

What This Means

The rollout signals a move toward a more revenue-driven and talent-focused immigration approach, even as the administration continues to pursue aggressive enforcement measures elsewhere. Supporters see the gold card as a way to attract top global talent and generate federal funds, while critics may view it as a departure from the administration’s hard-line messaging and as a policy that privileges wealthier applicants. The program places the United States among many countries that offer investor-based residency pathways to affluent individuals.
